- ANNOUNCEMENT:
- DVMCC, hereafter called the PROMOTER will conduct the 2023 DVMCC Harrow Pony Express for Senior & Junior National MA Licence Holders at Harrow VIC.
- JURISDICTION:
- The above-mentioned meeting has been authorised by Motorcycling Victoria who has issued the Motorcycling Australia Permit Numbers as above, and is open to holders of current Motorcycling Australia Senior & Junior National Licences. Senior Enduro event requires the competitor to hold a current civil motorcycle licence or Learners Permit and motorcycles must have current Full or Recreational Registration. ONE EVENT LICENCES – These will be available to competitors over the age of 16 years only, special conditions to these are: You must have competed in at least one club level competition event in 2022/2023.
- The meetings will be held in accordance with the current General Competition Rules (GCR’s) contained in the Manual of Motorcycle Sport, these Supplementary Regulations, and any Final Instructions approved by MV Enduro Management Committee. BY ENTERING THIS MEETING ALL PARTIES AGREE TO COMPLY WITH THESE RULES, REGULATIONS, BY-LAWS AND FINAL INSTRUCTIONS. EVENT KEY OFFICIALS will be nominated in the Final Instructions for each round.

- ENTRIES:
- Entries open forthwith and close Sunday 24th September 20:00 if cap not reached prior to the event.
- In the case of postponement or abandonment of the meeting, all or any part of the entry fee may be retained by DVMCC - if such retention is approved by Motorcycling Victoria.
- Only entries received online that are accompanied by the correct fee will be accepted.
- NOTE:-THE RETURN OF ENTRY FEES FOR ANY RIDER WITHDRAWING FROM THE MEETING IS AT THE DISCRETION OF THE PROMOTER. funds will only be refunded if the competitor informs the promoter in writing 10 days prior to the event via email to info@dvmcc.com.au. a medical certificate is required if a rider withdraws less than 10 days before the event.AN administration charge of $40.00 will be charged on all refunds.

- ENTRY FEE:
- SENIORS: $100 each. JUNIORS: $75.00 each
- Payment online. The entry fee includes $15.00 per entry MV Levy.
- Entry and payment is online only through Webscorer
- If you withdraw from the event you will be charged an administration fee of $40 (please see 4.8 for further instructions.
- INSURANCE
- Those who hold an MA licence current for the duration of the Event, and officials, who are signed on for the Event are covered by MA’s National Personal Accident Scheme which provides basic cover for rehabilitation expenses and death and permanentdisability benefits. - Ambulance Insurance is compulsory for licensees.
- MEDICAL SERVICES:
- Appropriate Medical Services will be present at the event.
- SCRUTINEERING
- The Timetable for scrutineering at each round will be given in the Final Instructions. Online self Scrutineering will be available the week prior to the event and is a preferred method.
- Machines entered in the competition must successfully pass a machine examination prior to taking part in practice, qualifying or racing.
- Using the Self Scrutineering Form means that you have satisfactorily scrutineered and examined your machine to comply with the GCRs and safety of the machine.
- In addition to supervising the pulling down and checking of machines after official protests have been received by the Clerk of Course in accordance with the GCRs, the steward can order that any machine be measured and if this occurs the Scrutineer will supervise a team member to pull down any machine that has taken part in the event. Failure to comply with this regulation will result in this matter being referred to the Clerk of Course for further action.
- Eligibility checks can take place at any time during the meeting.
- AWARDS AND PRESENTATIONS:
- Round trophies will be awarded at the completion of each event. It is the responsibility of riders to collect their trophies at the presentations for each round, uncollected trophies will be recycled.
- MINIMUM ENTRIES
- To constitute a class, the number of contestants entered and competing in each Class shall be six.
- Should there be insufficient entries in any class of Competition, the decision to run or cancel the Class, or to combine events and re-distribute any awards will be at the discretion of the MV Enduro Management Committee subject to MV approval.

- RACE FORMAT
12.1 CROSS COUNTRY
Cross Country competitions will be conducted on an approximately 15 to 30 minute marked course where competitors are required to continuously race on the course for 4 hours or laps as specified by Clerk of Course.
Courses can be walked in the afternoon prior to the event (see Final Instructions). Senior Cross-country Races may be combined or split into time brackets at the discretion of the clerk of course, this will be published in Final Instructions.
- There will be no sighting lap for Senior Cross Country Events in 2023 UNLESS the Clerk Of Course deems one appropriate and time permits. See final instructions.
- A designated refuelling area will be available and all re-fuelling and mechanical work will be carried out in this area.
- Engines must be stopped and rider off the motorcycle for re-fuelling. Penalty for non-compliance can be exclusion.
- Senior start will be in class order where there is a one-minute break between each class. The Expert & Clubman classes start order may vary at each round. Juniors will compete in the morning with seniors to follow at the completion of the junior competition.
12.2.5 Cross country events will be ran to a specified time or as directed by timekeeper and clerk of course. 10.13.5.3 MoM.
- Riders completing less than 50% of the time/distance of the winner of their class will be classified as ‘Did Not Finish’ (DNF). The competitor’s machine must not have left the marked course, including the refuelling area during the race. (Penalty = exclusion)
- No change of motorcycle is allowed in this discipline; only one motorcycle per rider can be scrutineered.
- Seniors: Starts shall be with riders’ hands on handlebars and engine off.
- Juniors: start shall be at the discretion of Clerk of Course.
- Cross Country Pit will be “Hattah Style” where each lap is to be equal length weather re-fuelling or not. (10.13.5.4 Mom 2023)
- Race times start at the beginning of the escorted site lap or as in 12.3.8
- RACE NUMBERS
Numbers will be allocated by DVMCC for the event.
- RIDERS BRIEFING
- Riders Briefing will be held prior to the commencement of racing and ALL competitors MUST attend the Riders Briefing. A random roll call will be held at the end of briefing, a rider not in attendance will be fined or worse. Details will be included in Final Instructions. Final Instructions will include details about facilities available at each event, local accommodation information as well as directions to the venue, time schedule and some information about the course.
- If a competitor is not satisfied with the course after the sighting lap (sprints), or after walking the track they must discuss their concerns with the Clerk of Course. - ANTI - DOPING POLICY:
- All competitors and officials are advised that drug testing may take place at any competition in accordance with MA’s Anti-Doping Policy, as carried out by the Australian Sports Anti- Doping Authority. Refer to the MA website for details.
- If any doubts exist over banned substances, it is recommended competitors contact the Drugs in Sport Hotline 1800 020 506. When drug testing takes place, the allocation of points and prize money may be delayed at Motorcycling Victoria’s discretion until the results of the tests are known.
- ALCOHOL TESTING:
All competitors and officials are advised that random drug and alcohol testing may take place during the competition. Refer to MA website for details on the Safety Policy – Drug & Alcohol Testing.
- CODES OF BEHAVIOUR:
All Competitors, Officials and Parents are reminded of the Motorcycling Australia – CODES OF BEHAVIOUR (contained within MA’s Member Protection Policy, found at www.ma.org.au) which is a guide to appropriate behaviour at all motorcycle race meetings. These Codes of Behaviour apply to these meetings and will be enforced.
- EVENT SCHEDULE:
Information about times for scrutineering, practice and racing will be distributed in the week leading up to each event. Key Event Officials will be named on these Final Instructions. All series news, rules, supplementary regulations, entry forms, results, etc will be posted via Motorcycling Victoria’s channels. For the purposes of drug & alcohol testing, the commencement of the meeting will be deemed to be at 07:00 with the completion of the meeting for the participants being when the participant has vacated the venue.
- ENVIRONMENT & REFUELING:
The 2023 GCR’s require the compulsory use of Enviromats, when replenishing fluids. Look for an enviro mat here.
- The use of Dry Brake Refuelling system is approved for the 2023 Championship.
- SMOKING:
- As per GCR’s, smoking is strictly prohibited in re-fueling areas. State Regulations prohibit smoking at any sporting event where juniors are competing. Harrow is a Smoke Free venue.
- COURSE:
- Only signed in racers, officials, first aid and accredited media wearing Hi-Vis are allowed on/within 5 metres of the marked course.
- There is a 5 metre exclusion area of all public and riders not actively competing. *Pits Exempt. This exclusion zone will be enforced by officials, anyone refusing to comply will be asked to leave the property.
- The course may have corner markers of bollards, conduits or similar.
- Passing the inside line of bollards will be considered cutting the course (See 23.10).
- PENALTIES:
In addition to penalties in the Manual of Motorsport GCR’s and elsewhere in these Supplementary Regulations or event Final Instructions the following will apply for the 2023 Championship:
- Illegal entry to pits = 5 minutes
- Refuelling outside designated area = Exclusion
- Speeding through pits = 5 minutes
- Noisy bike post event = Relegated 3 positions
- Riding backwards in the Pits SNR = 5 minutes
- Riding backwards in the Pits JNR = Up to 5 minutes
- Non-Use Enviro Mat = 5 minutes + MUST GET A MAT
- No fire extinguisher = 5 minutes + MUST GET A FIRE EXTINGUISHER
- Rider on Bike during Refuelling = 5 minutes.
- CUTTING THE COURSE: Any competitor found by an event official intentionally cutting the course and gaining an advantage will be given a penalty time for that run, special test or lap that will be 3 times the slowest time of the event.
- Any rider who reoffends on the day will be immediately disqualified from that round and asked to vacate the venue. Further offences will be referred to Motorcycling Victoria for action.
- No rider competing in a DVMCC event may ride at the venue on any of the 8 days prior to event. Penalty = Exclusion.
- Incorrect number will result in a 10 minute penalty being applied to your over all time by the timekeeper by the instruction of the Clerk of Course.
- TRANSPONDERS/SCORING/POINTS
DVMCC will be using MYLAPS transponders, see details https://speedhive.mylaps.com/.
- CAMPING:
Camping will be available in Harrow township. No Camping at the track.
- FIRE EXTINGUISHERS:
Riders are required to have at least one (1x) 1kg always charged fire extinguisher clearly visible and available to the rider/mechanic in the fuel control area.
- NO HASSLE POLICY:
Any rider, entrant or person associated with a rider or entrant shall conduct themselves in an orderly manner in any dealings whatsoever, with any official of the meeting. A rider shall be responsible for his/her own conduct and that of any person with whom he/she is associated that abuses or threatens in any manner, either verbally or physically, any official. Penalties, which may be imposed by the Stewards for breach, include reprimand or warning. Minimum $50.00 fine or exclusion from the meeting.
- ANIMALS:
Animals are not permitted into the grounds with the exception of Guide/Assistance dogs.
- WALKING:
Walking courses (Tests) will be allowed where practicable, times will be scheduled in Final Instructions.
- RESERVATIONS:
The Stewards of the meeting reserve the right to alter, postpone or cancel all or part of the event program. Unauthorised persons are prohibited from entering the track area and organisers reserve the right to remove such persons.
- ELECTRONIC COMMUNICATIONS & SOCIAL MEDIA:
All competitors, officials and parents are reminded of MA’s Electronic Communications and Social Media Policy, found at ma.org.au which sets out a frame work for acceptable online behaviour where communications involve fellow MA members, volunteers, officials, coaches, sponsors, partners, staff and other connected persons.
- CAMERAS:
Cameras may be fitted to the motorcycle provided they are securely mounted. Camera mounts are subject to approval by the Chief Scrutineer. Helmet cameras are not permitted unless the camera is integrated into the helmet, by design of the manufacturer. NOTE: There are to be no brackets or fixtures to be placed on a helmet, as per the GCR’s.
- MEDIA:
Any media/photographers wishing to operate within the 5-metre track exclusion zone must sign on and wear a media vest (provided by DVMCC at sign on tent). Accreditation & Sign On requirements include but are not limited to:
- Signing indemnity form/s
- Current working with children check
- Public Liability Insurance
- Drone Licence
- Attend Riders Briefing
- Compliance with directions from Clerk of Course or his delegates
